Kyrgyz Rules on Registration for Foreigners
On May 2, 2008, the Kyrgyz Government issued Decree #200 requiring ALL foreigners present in Kyrgyzstan for more than sixty days to register with their district Passport Visa Services Unit of the Ministry of Interior – the office formerly known as OVIR. This decree supersedes the Ministry of Interior regulations from 2003 which had previously exempted U.S. citizens from registering.
Registration should cost approximately 50 Kyrgyz som and will be valid for the duration of one’s Kyrgyz visa. Students will be registered for up to one year of study pending subsequent renewals. Failure to register will result in fines and delays in departing Kyrgyzstan. At this date, fines and registration can only be paid at district Passport and Visa Services Offices – not at Bishkek International Airport or any land border crossings. If you have not already registered and are required to do so, the U.S. Embassy urges you to register so as to avoid any difficulties when you next depart from Kyrgyzstan.
